School management and dev. committee meeting

ITANAGAR, Jun 25: Infrastructure shortage and various other problems faced by Govt. Middle School, Emchi, Doimukh came up for discussion in the first School Management and Development Committee (SMDC) meeting of the year held under the chairmanship of SMDC chairman Nabam Taba.

The committee took stock of all the classrooms and other buildings and observed that the infrastructural facility in the school was in a very deplorable condition. Shortage of benches and desks in the classrooms; the dripping of water from the dilapidated ceilings; the damaged classroom floors, the wrecked classroom doors and windows, lack of proper electrification, etc. were the some of the major problems, observed by the SMDC members.

The Committee appealed to the authorities concerned to look into the infrastructural problems of the school and grant necessary funds.

The school headmaster, while highlighting the financial problems faced by the school to carry out day-to-day academic activities, informed that school is running without funds since two years due to implementation of RTE Act which has barred collection of any form of fees from students.

The meeting also expressed their bewilderment over the Right to Education Act (RTE) and questioned the Govt. of Arunachal Pradesh and authorities concerned that as to how the school devoid of school admission fee and government grants could run.

“Even after a long time, since the Act was enforced, the state government has utterly failed in its practical implementation,” the meeting observed.

 

Involve NGOs to run residential schools: Union

ITANAGAR, Jun 25: The non-government organizations (NGOs) are running the residential schools of Arunachal Pradesh far better than the Govt, said Kargu Kardi Students Union (KKSU) women wing in a release today.

The women wing of the union said that its members had visited residential schools in every district recently and found that the schools run by the NGO’s  are functioning well while the Govt-run residential schools are  not  performing  up to the expectation due to non-availability of teachers.

Residential schools, which were set up particularly to educate the girl children in Tirbin and Kamba area are also running into rough weather, the Union claimed. It appealed to the authorities to engage local NGOs in running the schools for quality education of girl students.

 

No political solution to  Opium menace: Kri

TEZU, Jun 25: Parliamentary Secretary (PHE & WS) Karikho Kri appealed to the Mishmi students’ organization and other literary associations to come forward to put an end to the opium menace in the area as there is no political solution to this menace.

Addressing an awareness cum de-addiction programme organized by the Brahma Kumaris of Raj Yoga Education Center, Tezu at the Government Higher Secondary School here today, Kri said an united efforts by all could only solve this deep-rooted Opium menace in the area where more than 70 percent of the household are being affected.

He called upon the District Administration and the Police to make no compromise in punishing the culprits associated with smuggling and use of brown sugar and heroin.

He appreciated the Brahma Kumaris of Raj Yoga Education Center for organizing the much needed awareness programme and hoped similar programmes would be conducted in different circles and villages of the area.

NSUI members urged to strengthen Congress party

ITANAGAR, Jun 25: National Students’ Union of India (NSUI) national secretary cum  in-charge of Arunachal NSUI unit Leni Jadhav reviewed the functioning of the state NSUI unit in an interaction meeting held at Rajiv Gandhi Bhawan here today.

While addressing the NSUI members from all over the state, Jadhav called upon them to work together  and strengthen the Congress party.

NSUI members from various districts and educational institutions including University took part in the interaction meeting.

 

Martyr’s day

ITANAGAR, Jun 25: The All Bogong Students Union (ABSU) observed the 19th death anniversary of Onyok Moyong as Martyr day.

The occasion was attended by the office bearers of Bogong Banggo Kebang (BBK) and Bogong Banggo Yameng Kebang (BBYK), All Bogong Students Union (ABSU) along with executive members, senior and former executive members of the union besides general public of Bogong Banggo.

This day is observed every year as martyr day in memory of Onyok Moyong, who was brutally shot by police on June 25, 1993.

 

Alleged rape case takes new turn

ITANAGAR, Jun 25: The reported recent rape case in Doimukh area takes a new turn as the All Nanghi, Natung Moya and Tacho Welfare Society (ANNMTWS) and All Papu Valley Women Welfare Society (APVWS)  today claimed that it was a plan of the wife of the alleged accused.

The minor girl, reported to be raped, was adopted by wife of alleged accused even before she was married, the Societies said.  The Societies further said that the wife misled the Doimukh Nyem Welfare Society (DNWS).

Both the Societies condemned the DNWS “of being biased in their act” saying they should have understood the case properly before launching the rally and defaming a person.

 

AKA selection trial

ITANAGAR, Jun 25: Arunachal Karate Do Association (AKA) would conduct selection trial for the 25th AIKF Senior National Karate Do Championship to be held in New Delhi on August 17 and 18 next.

Karatekas, who have won atleast a bronze medal in state level competitions held in 2010 and 2011 and those who have qualified AIKF black belt, would be eligible to participate in the selection trial to be held in Sport Authority of India Special Area Game (SAI SAG) Centre at Naharlagun on July 7 at 8 am onwards. Those players, who have participated in AKF and WKF championship would be given priority. However, AKA may consider those outstanding karates, who could not take part in the state championship due to unavoidable circumstances, for the selection trial. All the karatekas are advised to bring their own safety guards during the selection trail.

Severe flood situation in Arunachal, Siang above danger level

ITANAGAR, Jun 25: Several pockets of Arunachal Pradesh are battling severe flooding due to torrential rains in the last one week. Situation is reported to be grim in Anjaw, Lohit, Changlang, Dibang Valley districts and Tuting Sub-division in Upper Siang while Siang River in Pasighat is flowing above danger mark.

BORDUMSA: 100 people were rescued today from Bijoypur 1 by local administration using country boats. They were later shifted to relief camp.  ADC Kento Riba informed that Army boats will be pressed into service on Tuesday morning at Bijoypur III where 55 families are still stranded. Emergency medical teams are in the area monitored by the DMO.

Since June 23, the water level of Noa Dehing river is flowing above danger level submerging all the adjoining villages of Bijoypur I, II & III under Bordumsa Circle.

Administration has set up two numbers of relief camps with medical facilities at Bijoypur III village. Bijoypur I village has borne the maximum wrath of nature and nearly 61 houses are still partially submerged under water.

The flood situation at Diyun Circle is also at critical stage. Noa Dehing River is flowing above danger level at Maitripur, Gautampur, Santipur, Jyotipur, Dumpani  and Mudoi village. Spur No.1 of Antierosion Project at Diyun has been partially damaged. Embankment  and spurs constructed under the CSS Project “Anti erosion work on Noa Dehing River to Protect Diyun Township” has prevented the flood water from entering the Diyun Township  and adjoining villages. However unabated erosion is going on at upstream   and downstream of the present project, informed B K Karki, EE WRD, Bordumsa.

NAMSAI:  Water level of Noa-Dehing, Sibri and Kamlang River are flowing above danger level since 23 June.  6 houses were washed away by flood water of Sibri River at Sibrimuhk. In Zaleeband area, about 16 km from Chowkham, 9 families are marooned while Citronala area is inundated with heavy erosion. The water levels is so high that two engine boats of GREF and three boats of public were washed away by flood water.

By this evening, Sibrimukh had started overflowing NH 52 at Alubari, the road connecting Chowkham and Alubari Ghat.

At Chowkham, flood water of Kamlang breached its bank near Kamlang Nagar at two places; consequently Bereng river is flooding Chowkham areas while flood water of Mora Kamlang river had breached its bank at Sibrimuk and is flooding Alubari area. The resident of MLA Chow Tewa Mein, is marooned by Sibri river.

At Namsai and Mahadevpur area, Noa-Dehing overflowed embankment at Silatoo, Satgoria and Dharampur. 5 houses at Silatoo, 4 houses at Kherbari and 43 houses at Dharampur are underwater. The members of 15 houses of Dharampur have been sheltered at Dharampur Primary school. Large area of valuable land are being eroded at Nampong, Silatoo, Kherbari, Deorigaon and Lekang Gohain Gaon while LekangGohainGaon, Rajabheel, Rongalibheel and Dirakmiri village could not be reached as road connecting these areas are flooded. Namsai town is protected by recently constructed 2.6 km embankment. However in some places height of embankment is just 15 cm above water level. However, efforts are going on to raise the embankment level at many places, informed Gonong Pertin, AE WRD Namsai.

Administrative officers of Namsai, Mahadevpur, Chowkham along with officers of Water Resource Department, Relief and Rehabilitation Department and Panchayat leaders involved  in relief and rescue operation.

TUTING: Sinying River at Tuting has caused extensive damages to road, bridges and WRD’s anti-erosion project. The flash flood was caused due to torrential rainfall as well as breakage of anti-erosion protection work constructed on the left bank of Sinying River to protect the Gompa at Tuting.

Water supply lines are reported snapped while Sipo and Sikut Hydel have been extensively damaged plunging the area in complete darkness.

PASIGHAT: River Siang is flowing over the danger mark at various places, particularly at Pasighat. During an emergency meeting of District Disaster Management (DDM) Deputy Commissioner RK Mishra informed that the District Administration is closely monitoring the developments.

Mishra asked the officers of disaster mangement, police, medical, food  and civil supply, water and sanitation and also road and transport departments to be prepared for any eventualities.

A team of officers later visited the river banks and advised the public residing adjacent to the river and in the low lying areas to be careful, reports DIPRO.

Meanwhile it is reported that Pasighat-Pangin road is also blocked at various places due heavy landslides. Mebo-Dhola road and the approach of the Siku Bridge are cut off disrupting all sorts of communication.

Naharlagun:  The Capital Complex Deputy Commissioner has issued caution notice to those who have built OBT/SPT/RCC type structures and staying on the river beds, along and nearby natural Nallahs and streams and beneath the hill locks in the Capital Complex area without taking adequate protection measures.

Fearing heavy water flow in natural drainage channels, during the monsoon period, the DC forewarned that casualties in such unauthorized settlements cannot be ruled out and asked the Capital dwellers to stay away from such unauthorized locations. Anyone living unauthorizedly at such locations are living at their own risks and the administration shall not the responsible for loss of life and property, he further warned.

ANINI: All rivers are flowing above the danger mark which is highest recorded in the last eight years, according to a report from the district administration. Reportedly two houses were washed out due to landslide at Aiso village of Anelih Circle. Also, DBM Company’s camp at Athunli village was completely washed away. Angolin Mini Hydel also has suffered heavy damages which has plunged Etalin Circle HQ into darkness.

MP, LS(E) Ninong Ering, while taking stock of the situation over telephone assured the District Administration of all possible help. He further assured to the take up the matter with the concerned authority. In a slight respite, power supply from Chini-Afra Micro Hydel was restored today.

 

 

Rain devastates road communication

ITANAGAR, Jun 25:  Heavy rains continue to disrupt road communication in Lower Dibang Valley, Dibang Valley, Lohit and Anjaw districts with India Meteorological Department predicting more rainfall in next 48 hours which is likely to continue till next month.

The affected areas include Dambuk-Paglam in Lower Dibang Valley, Anini in Dibang Valley and Chaglagam in Anjaw district. Ever since the onset of monsoon, Dambuk-Paglam and Chaglagam is permanently cut off from rest of the world for more than a month.

Dohailum Awailiang, Anjaw block president of Congress party informed that road blockage near ‘Tha Nallah’ has remained unattended for a month disrupting road communication to Chaglagam village.

Hawai, the district headquarter of Anjaw is also cut off caused by a road blockade near Ekkish Nallah in between Tezu to Hawai road because of the heavy monsoon in the last 2-3 days, he informed.

The incessant rainfall has caused road damages in almost all parts of Anjaw and Lohit district that included Hawa camp, Tidding, Walong, TB road, Tohangam and Paya.

“If these disruptions of road communication are not attended to at the earliest, it will lead to shortages of all essential items,” said Awailiang expressing concern on the growing crisis.  

In Anini, the situation is no better.  A meeting was held today by the district administration to meet the food crisis caused by continued road disruption and to seek suggestions from the public.

Responding to the public fiery, Anini deputy commissioner Abu Tayeng said the administration had written on several occasion to the state government asking for help, but response came only in the first week of June. The state government sent the additional ration supply for Anini, but only to be stranded in Arzoo, 98 km midway of Hunli-Anini road due to the blockade.

Later, AIMSU activists along with the district administration went on inspection of FCI godown in Anini and found 199 bags of rice. During the previous day, a team of students and officials from district administration also inspected the road blockade site near Anini in Kanchi Nallah, which was damaged yesterday by the incessant rainfall.

The fiery monsoon has also not spared the plains of Lower Dibang Valley and adjoining Assam. For last two days, Roing to Tinsukia route has also been disrupted and all the bus services have been temporarily halted. This has been in effect after the Brahmaputra river along Dholla-Sadiya became uncrossable for ferry due to dense fog and high river turbulence. Also along this route, a 450 meter wooden bridge near Dholla town was also damaged by the river water increasing the traffic.

Passengers stranded in Tinsukia coming to Roing are now forced to take the longer route via Namsai and Tezu crossing 223 kms instead of 93 km.

One may hope that surface communication for Roing, Anini and Anjaw district may improve if monsoon descends but not for Dambuk-Paglam which is permanently cut off from all sides during this season.

 

 

District fisheries dept. distributes 1 lakh fish seeds

ITANAGAR, Jun 25:   Department of Fisheries, Papum Pare distributed over one lakh fish seed to over 100 fish farmers free of cost at Govt. Fish Farm, Emchi covering Sagalee, Doimukh and Mengio circles in order to popularize fish farming..

District Fisheries Development Officer (DFDO) Nabam Tania stressed the importance of distributing such fish seeds for the growth of fisheries sector. Further it is a powerful economic and employment generating activity apart from supplementing protein rich diet, he added.

Deputy Commissioner Pige Ligu and Director of Fisheries J Taba distributed fish seeds to Tana Akin Tara, a progressive fish farmer of Midpu village and Tana Hari of Emchi respectively.

The Deputy Commissioner appreciated the programme undertaken by the DFDO and insisted upon the farmers to take up the activity scientifically for more fish production.

The distribution of fish seeds to cover the remaining circles of the district will be carried out on June 28 and July 2.  

 

 

Siram urges teachers to live upto society’s expectation

PASIGHAT, Jun 25:  Describing teaching as noblest of all professions, Education Minister Bosiram Siram exhorted the school teachers to live upto society’s expectation by imparting the right education to students.

The Education Minister, who along with officers of education department and RWD made an unannounced visit to Mirbuk Secondary School and D. Ering Memorial Middle School here today, said that the State Government is doing everything possible to raise the status and prestige of teachers and, therefore, they should reciprocate the same by discharging their duty properly.

Interacting with the teachers, he urged them to always update their knowledge on latest education policies, rules and directives of the state government so that no wrong information is passed to the public. Expressing his strong resentment over absenteeism by teachers and their reluctance to stay at their posting places, especially in remote areas, the Education Minister called upon the teachers to give up this practice in the greater interest of the society and students in particular.

The minister informed that the government is making all efforts to disburse the salaries of SSA teachers in time. Textbooks are made available in all the schools for smooth teaching and learning process, he said.

He appreciated the teachers, especially the lady teachers of Mirbuk Sec. School for bringing good result in the last class X examination. Replying to the demands of the school managing committee of D Ering Memorial Upper Primary School, the minister assured to post one peon cum chowkidar on priority. Regarding completion of the security wall, he assured to look into it.

MMJ road remains cut off

RUKSIN, Jun 25: Mirem-Mikong-Jonai (MMJ) PWD road between Mirem-Mikong and Ruksin remained cut off after a Bailey bridge on Ngorlung Korong collapsed on Saturday night, causing untold miseries to the people, particularly the Ngorlung and Niglok villagers.

The people of the two villages are facing great hardship to reach Ruksin town, located at 3 km away from their villages, for official works, medical treatment and other purposes as there is no alternative routes.

The historical MMJ road is the lifeline for the interior villages at Mirem, Mikong and Bilat and Ledum. It is also a subway from Ruksin to Pasighat and also a lifeline for the villages like Miglung, Remi and Yagrung and most of the food items and agricultural products are transported to this area through this route.

The PWD has assured to repair the collapsed bridge. But it will take time, he said.

The villagers have demanded the authority for early construction of a temporary bridge for partial restoration of communication along the road.

The people of Ngorlung area in East Siang district have been facing innumerable problems as the Ngorlung Bridge collapsed due to flood water, said Students Union of Ngorlung in a release. The union demanded the PWD department, district authority and elected representatives of the district to take step for early restoration of bridge and renovation of  dilapidated Ngorlung-Ruksin road.

 

 

Contribute for empowerment of Panchayats: Parl. Secy

ITANAGAR, Jun 25: Gram Swaraj was the dream of Gandhi and every citizen of this country should contribute for empowerment of the Panchayat Raj, said Parliamentary Secretary Jambey Tashi.

Inaugurating the 3 days training programme on Panchayat Mahila Evam Yuva Shakti Abhiyan conducted by State Institute for Rural Development (SIRD, Itanagar, the Parliamentary Secretary spoke about local self governance which he said was the cornerstone of democracy and women empowerment through reservation policy.

He said that the state government is trying its best for empowering Panchayat Raj Institutions by devolution power in phase manner.

Course Director of the programme Dr. Narayan Sahoo, SIRD, Itanagar reminded the PRI leaders of border areas of their multifarious duty not only in development front but also for the peace and tranquility of the nation.

The training programme covered salient features of 73rd Constitutional Amendment Act and Arunachal Pradesh Panchayati Raj Act 1997 and women participation, activity mapping, rural development programmes like SGSY, NRLM, IWMP, MGNREGA, IAY,  RTI Act, RTE, health and hygiene, disaster management and protection of women from domestic violence etc. Lumla ADC B Tawsik stressed the importance of such training programme for better administration and Panchayat.

Lumla BDO Nawang Tenzin,BDO, Zemithang CO Koj Tacho and Anchal Samiti Chairpersons of Lumla and Zimethang Dudunghar also spoken in the occasion.

It’s time to build on commitments

A key element on Rio+20 -- United Nations Conference on Sustainable Development which concluded recently was its outcome document, entitled, “The Future We Want.” The outcome document calls for a wide range of actions. These include beginning the process to establish sustainable development goals; detailing how the green economy can be used as a tool to achieve sustainable development; strengthening the UN Environment Programme (UNEP); promoting corporate sustainability reporting measures; taking steps to go beyond gross domestic product to assess the well-being of a country; developing a strategy for sustainable development financing; and, adopting a framework for tackling sustainable consumption and production.

It also focuses on improving gender equity; recognizing the importance of voluntary commitments on sustainable development; and stressing the need to engage civil society and incorporate science into policy; among other points. Rio+20 was attended by some 100 Heads of State and government, along with thousands of representatives from non-governmental organizations, the private sector and civil society, all seeking to help shape new policies to promote global prosperity, reduce poverty and advance social equity and environmental protection.

“The speeches are over. Now the work begins,” Secretary-General Ban Ki-moon Ban said at the closing ceremony of the summit. He urged world leaders to build on the commitments they made during the Summit to achieve economic, environmental and social prosperity for people all over the world.

The Summit given the world leaders a solid platform to share ideas and opinions on sustainability issues. Now it is time  for action to expedite implementation of those ideas and commitments.

Let’s make a fresh start

Dear Editor,

New session of colleges in State will be starting soon. Therefore I request through this daily to all the teachers of every college to please complete the syllabus on time. We are starving for knowledge and want to have a bright future. The effect of incomplete syllabus is clearly visible in our academic performance due to which we may not be able to qualify to pursue higher studies. There is a trend in colleges that only half of the syllabuses are taught just to clear the examinations which completely affects our future as well as clearing competitive examinations.

The main reasons for incomplete of syllabus are due to shortage in number of classrooms and teachers with increasing numbers of students. And one of the main reasons is less number of teaching periods, as most of the valuable times are wasted on tribes wise and districts wise fresher’s meets, farewells, picnics, pre festivals etc. We know that these are part of social development but for it we can have a single college fresher’s meet, single college picnic and may have a department wise farewell.

It will save lots of valuable times to complete our syllabus in due time.

And another reason to shatter our future in every possible way is unexpected bandhs by the community and students' unions, which bears the names for students but hardly care for the students.

So with great hopes, I request all the college authorities to take measures to minimize unnecessary college activities or functions so that number of teaching periods could be increased. Please increase the numbers of classrooms and teachers too.

And also request all the community and students' unions, enough of bandh calls it's not helping us at all. Try something appropriate for the sake of students. We need changes to develop ourselves, for the state and for the nation.

What a show

Dear Editor,

I often find that most of the people waste their time on movies, serials, music, internet etc. Instead, why not give a little attention to a programme which is impartial, rational, and inspirational and in fact create social awareness among the citizens.

Satyamev Jayate is an Indian television talk show that airs on various channels within Star Network along with Doordarshan's DD National. The show premiered on May 6, 2012 and is anchored by Bollywood actor and filmmaker Aamir Khan.

Satyamev Jayte highlight different aspects of problems related to us. The show highlighted sensitive social issues such as female foeticide, child sexual abuse, dowry, medical malpractice, honor killings, physical disabilities, domestic violence and adverse effect of pesticides. The show is concerned for the people of all age group – children, adolescence, adults and old. This show is opening up peoples mind to issues that we choose to ignore most of the times. After watching this programme at least the people could analyze their concerns at their own level.

What a show and what an execution, squeezing into an hour a complex topic including discussion, analysis and possible solutions, pulling together the right people from all across the country, and tell a very compelling story and that too in an easily-understandable way!

Encourage your friends, children, siblings, parent and relatives to watch the Satyamev Jayte on Sundays. Besides there are other important local and national issues to be highlighted.

BSNL services

Dear Editor,

This is regarding BSNL services at Liromoba. Since the BSNL Tower was set up at Liromoba, the services have never been good. Even when network shows full strength on cell phones but when one makes a call it is always not reachable and there is error in connection.

Many complaints have gone to BSNL offices in Itanagar and Aalo, nothing has changed other than fake promises.

There is another tower erected at Darak, the circle headquarters since 2010 but this one also is not working.

We the Kargu Kardi Students’ Union (KKSU) appeal to the higher authority of BSNL to look into the matter seriously and provide better network to the people of Liromoba circle and Darak.

Changing times

Dear Editor,

You are well aware of the fact that student studying at Govt School of Arunachal Pradesh are mostly from remote villages with very poor financial background. At Likabali Sub Division earlier when RTE was not implemented the fees were less and admission was easy to get.

Now the admission fees has been raised, books and note books are to be purchased from market and uniform are different for different classes and every year new headmaster/principal comes and changes the uniform. For an admission form it takes Rs 10/-. Even the school administration never seeks permission from the Administrative head of the circle or the Sub Division, whereas the ADEO is the main school authority of Likabali for primary and middle school.

The road leading to RKM Hospital

Dear Editor,

I would like to appeal to RK Misson Hospital Itangar to please do something about the road connecting the hospital. One wonders how people negotiate that stretch of road leading to the gate.

It won’t be a surprise if some patient on labour delivers  the baby at the gate or an appendix burst and a heart patient dies due to jerking.

Least the hospital can do is to fill the area with some pebbles so that distress of the patients due to bad road is minimized. It’s just 5 meters length leading to the hospital gate so hospital authorities can ask one of the local contractors to do the needful or hospital can take it up on its own. It won’t cost much.

Unruly traffic

Dear Editor,

I would like to bring to the attention of concerned authority that the tri-junction at highway road and Hong PMGSY road at SSB Gate is frequently witnessing accidents due to the increase in traffic and unruly stoppage by some of the auto, tempo and sumo drivers without maintaining the traffic rule.

They stop their vehicles haphazardly, which causes many accidents. Pedestrian including students and villagers are facing lots of risk in this place and there is a need for traffic police to control the vehicle movement.

Society  is in instant fear of few countable individuals of the same society who dare to speak the truth, expose the corruption & face consequences.

Many speak of corruption, social evils & crimes but few individuals only dare to expose their thoughts against it through print/electronic media and to the appropriate authority but again hundreds will be there to criticize their daring deeds and thousands will be there again murmuring in support of it in some corner of four walls.

It is the society who encourages the young generations to stand against the evils of the society but it is the same society who discourages/murders the infant daredevils of the society. This is called the civilized society where we live in, where concrete structures are thought to be signs of development, where state attains statehood in absence four independent pillars of democracy and where RTI is considered as right to irritate.

The society is itself in conflict as old traditional pattern of thoughts are unavailable to copy and paste the mantra of new thoughts of today’s world as fight is not between the individuals or groups rather fight is between the two opposite thoughts of old and new.
